Innovative idea brings new revenue stream to MSD

MSD Development and Stormwater staff provide technical review and inspection for all land disturbance activities in Jefferson County and extensions of the sanitary sewer system within our service area, including portions of Oldham County. In the past, our staff performed these activities for no charge. However, beginning July 1, 2021, that will change by implementing a fee schedule for these services, helping MSD recoup some associated costs.

Charging for Development and Stormwater review and inspection is one of the first ideas fully implemented using our Innovation Idea Process. Colette Easter says, “It was a team effort to bring this Development and Stormwater review and inspection fee schedule to life. We are proud to be one of the first and look forward to seeing the results this brings for MSD’s bottom line.”

The team lead by David Johnson—includes Joey Ashby, Lori Rafferty, Brad Selch, Bob Stauble, and Innovation Support Team Colette Easter and Kim Reed—researched regional peer cities and discovered that only Louisville MSD was providing plan review and inspection services for no charge. As a result, they worked with departments throughout the organization to develop this new service charge and collection process and procedure. 

Additionally, the team utilizes the online eServices portal to collect these fees and associated applications electronically through MSD’s website. The portal allows customers to pay service charges for Development and Stormwater review and inspection services, industrial wastewater, and others. Although customers can still meet with MSD personnel at the counters, staff encourage customers to utilize the new portal as much as possible.

The payment schedule is a phased process with single-family home review and inspection fees beginning January 1, 2022.
